In this paper, a robust distribution system expansion planning (DSP) approach is presented to supply the load growth locally and move toward nearly zero energy local distribution areas (LDAs). In the proposed approach, a distribution system operator (DSO) is responsible for secure and optimum operation of LDAs. Importance: Cancer and other noncommunicable diseases (NCDs) are now widely recognized as a threat to global development. The latest United Nations high-level meeting on NCDs reaffirmed this observation and also highlighted the slow progress in meeting the 2011 Political Declaration on the Prevention and Control of Noncommunicable Diseases and the third Sustainable Development Goal. Oil spills are serious environmental issues that potentially can cause adverse effects on marine ecosystems. In some marine areas, like the Baltic Sea, there is a large number of wrecks from the first half of the 20th century, and recent monitoring and field work have revealed release of oil from some of these wrecks.
