    Abstract
    Establishing mechanisms to attract and retain skilled human resources is on the agenda of many governments worldwide. Iran has recently been looking to take advantage of the capacity of foreign experts and entrepreneurs. Still, the lack of study support and the lack of adequate infrastructure to implement such a plan, its successful implementation has faced challenges.
