    Abstract
    The problem of Rapid Transit Network Design (RTND) is studied in this paper. Due to the noticeable contribution of rapid transit lines in public transportation network of large urban areas, this problem is interesting to the transportation specialists. On the other hand, the success stories of Bus Rapid Transit (BRT) systems in different countries have motivated us to study BRT network planning. BRT systems can be developed with less investment costs and construction time in comparison with rail-based systems.     Designing a rapid transit network which is capable of providing a convenient coverage for passengers is studied in thisdoctoral thesis. First, a mathematical model of rapid transit network design which is a mixed integer program is presented (C_RTND). Objective function of the model is maximization of acceptable transit coverage and the model is capable of considering different rapid transit technologies.     In this study, a Discrete Particle Swarm Optimization (DPSO) algorithm is assimilated to solve the Transit Network Design Problem (TNDP). First, A Mixed Integer Model is developed for the TNDP. The solution methodology utilized here is made of two major elements. A route generation module is firstly developed to generate all the feasible transit lines. Through the second part, a DPSO algorithm is utilized to select the optimal set of lines from the constructed ones.     Deteriorated old urban neighborhoods usually have no access to appropriate municipal services, and have small-sized buildings, densely populated areas, and earthquake-prone structures. Residents in these areas do not have the will and financial ability to renovate their aged properties. A questionnaire survey of the citizens living in the deteriorated areas of the City of Tehran showed that 80% of households do not have a positive monthly financial balance and cannot afford the cost of reconstructing their properties.
