  7. Abstract:
  8. Importance of consumption of energy and extraction of energy from its reserve in all over the world and whole industries lies in the fact that availability of fossil fuels is limited and demand of it in industries is huge. For the sake of life of industries, each industry sector should be expanded quantitatively, so growth of energy consumption is inevitable. Development of cement industry is effected in total energy demand and harmful pollutants in whole the country and limitation in energy supply and low level of reliability in energy supply cause the increase of cement production cost which will be effected negatively in relativity principle of prioritization in cement export due to limitation of capital. Domestic resource costs as relativity principle of prioritization in economy is affected by production cost factors (capital , labor and energy) and due to low price of energy and limitation of capital in the country , quantity of this indices is affected sharply by the variation of energy cost in production process and limitation of energy supply as well , so evaluation and appraisal of counter effect between development of energy sectors and cement industry will provide required information for enhancing energy efficiency in cement industry and development of relativity principle of prioritization in economy relates to energy and cement export. For evaluation of relation between energy and cement industry, the model for optimization of cement industry is developed based on linear programming. The model is based on micro economic theory of production. The objective function is minimization of present value of the total cost of the production factors in cement industry in processing of development of industry and includes capital cost, maintenance cost, operation cost and externality of pollutants. One of the constraints of the model in supply of cement demand for local use and export which is completed with other constraints includes technical constraints and environmental constraint. Technical constraints categorized in three groups. The first group of constraints is based on law of conservation of the mass in each production process. The second constraints are based on first law of thermodynamic (energy conservation) and the third group of constraints are capacity constraints of production processes. Three groups of constraints are applied for main processes and technologies of furnace, mills and heat recovery systems. By this scheme the model can be used for evaluation of process development and innovation in cement industry and studying of feasibility of heat recovery and reduce of energy intensity in cement industry. With using of the model, one can Justify and answer following questions: 1-Optimal trend of energy demand with consideration of increasing demand of cement . 2-Appraisal of technology innovation in cement industry and it’s effect in energy demand in cement industry . 3-Feasibility of waste gas recovery in cement industry. 4-Evaluation of effect of price variation of products. (Especially capital cost and energy cost) in technical innovation in cement industry. 5-Appraisal of effect of energy supply system constraints in development of cement industry. 6-Evaluation of trend of emission of pollutants in cement industry
