Provide a Model for the Sitting of Hydroelectric Power Plants Using GIS and Multiple Criteria Decision FTOPSIS: A Case From Kelas Basin

  8. Nowadays due to increasing environmental considerations and effort to reducing of the fossil fuels consumption, the necessity of hydroelectric power plants development is emerged. The purpose of this study is to suggest a method of spatial analysis for finding sites with appropriate potential for construction of these power plants, using TOPSIS and GIS. In this research, using the Python programming language, in software environment of Arc GIS version 9.3, local hydrological model was generated using the DEM layer and using of streams ordering methods, the overall situation along the river were processed. In the next step, with using of fuzzy TOPSIS algorithm implementation in software environment of Arc GIS V9.3 and created layers in accordance with the considered criteria, a model is developed which processed the entire study scope. Considering suitable hydrologic conditions, adequate volume of reservoir, low sediment entering, proper head of water behind the dam, evaporation content from free surface and finally water conveyance, a layer which called as "relative closeness to positive ideal" was created. Finally, using the layer created in the previous stage, the selected alternatives in the first stage are ranked.In this research, the Kelas watershed as the case study which located in North West of Iran is considered. Gaining the value of 0.84 in FTOPSIS algorithm which is more remarkable value than the other dams, Research in this area proved that H dam, where its latitude and longitude coordinates are mentioned in context, is the best choice for hydroelectric power plant construction. The C, G, A and B dams that their latitude and longitude coordinates are mentioned in context, by gaining value of 0.51, 0.5, 0.46 and 0.42 in turn, considered as the next options. In conclusion, based on the existed gaps between above values, it is revealed that the H dam comparing to the other taken dams, has more efficiency and adaptability for local electricity supply purposes.
