In the process of industrial and economic development and in the competitive environment in the world, reducing the cost of industrial products is an important factor for more customers' satisfaction, more revenue acquisition, and stability and success in the business. Cost engineering is the area of engineering practice concerned with the application of scientific principles and techniques to problems of cost estimating, cost control, business planning, management science, profitability analysis, project management, planning and scheduling. In this research through the studying the structures and models of cost engineering, in addition to consider this dimensions of cost engineering, the suitable cost engineering model is selected for the case study in the Mapna locomotive engineering and manufacturing company. In this research after identifying available cost engineering models in the literature, models and their structure are analyzed and their overlap is investigated. Then, based on the determined criteria, suitable cost engineering model is selected. Cost Engineering Maturity Model (CEMM) as the most comprehensive cost engineering model is selected for the case study. Information gathering in the Mapna locomotive company is done through the provision of evaluation forms and utilization of expert judgments. Then with utilizing the tools such as scorecard and evaluation charts the level of maturity is determined and the area that needs improvement is identified in order to take corrective actions and define improvement projects. The results from the case study demonstrate that Mapna locomotive engineering and manufacturing company, that is considered as one of the best industries in the country, have a very low maturity level with respect to industry's standards in the area of cost engineering processes especially in the strategic management, and this is due to the lack of enough knowledge in the cost engineering's models and structures in the companies and highlights the importance of cost engineering more than ever
