  8. The location problem is one of the main topics at the strategic level. This problem is investigated along with many areas such as network design and path covering problems. Routing between source and destination nodes is done in such a way that maximizes traffic coverage and reduces costs as much as possible. Routing problems are considered in goods distribution areas and urban transit systems. Goods distribution from set of cross-docks can help to reduce costs and improve resource efficiency. So, this topic is considered in this research and a suitable model is proposed. Defining and developing of the road and rail transportation networks are main topics in urban traffic management which are related to one of the path covering problem applications. Volume of covered passengers, covering time, costs and etc. are the main reasons for the importance of the metro lines in transportation networks. In order to improve service level, the road networks are used along with rail networks; in other words, passenger distributions from metro stations to other nodes are completed by secondary system which is inspired from cross-docks. In this research, design of the metro transportation network and secondary distribution system is modeled by integer programming. The problem is solved by meta-heuristic algorithm which is combination of ACO and greedy assignment phase. Some analysis like tradeoff between cost and traffic covered and sensitivity analysis are done on results of algorithm. The computational results indicate the effectiveness of the proposed algorithm
