  8. In this thesis the superstructure of continuous monitoring system has been developed to help energy service companies’ network. Suggested superstructure consists of three main sections: data acquisition, data analysis and decision-making, optimizer. Historical data and data which picked up by sensors are imported in decision support tool. Input data are analyzed by technical, economical and environmental models and converted to actionable indicator for best management of the project to promote energy saving project. Because the ESCO income obtained from the energy saving project, development of analytical decision support tool will help ESCO to evaluate the procedure of the project. Mechanical room energy improvement has been selected as a case study. To achieve this goal 3 action have been used. The first is “Regulating input burner excess air”. The second is “hot flue gas waste heat recovery economizer for pre-heating domestic hot water”. The third is “Auxiliary solar thermal system to provide domestic hot water demand”. For the case study has seen 120, 13 & 31 cubic meter per day gas saving and 360000, 39000 & 93000 IRR per day profit. So with the implementation of the proposed system Savings and profit of the project were evaluated and led to optimal operation and management. Part of the output indicators of analytical tools with other information are entered optimizer to Optimum time for preventive maintenance determination. For the case study the optimal time is 145 after start scaling, after 12.2% fuel consumption increase and 268 day for compensation period
