  8. Construction is considered as a major industry with an important economic impact in every country because of its extensiveness, high working capital ratio, and rate of employment. The construction industry needs to incur expenses and take high risks. It's soundness is influenced by many factors, some of that are controllable, and some others are not. The stakeholders of construction projects try to maximize interests and reduce the cost and time of projects in every phase. Every year, a significant part of Iran’s national revenue is invested in construction projects and infrastructures. When construction projects become more extensive and complex, stakeholders are always looking for methods of controlling and managing cost and time of these projects. Such methods could play a major role in increasing productivity, profitability and making projects successful. Studies show that one of such methods is to reduce cost by improving the productivity of the construction process. According to the researchers, the productivity of construction industry has not improved much in comparison with other industries. The aim of this study is to identify the factors influencing the productivity of human resources and their relation on final cost of the project. By reviewing desk studies and interviewing construction experts these factors are identified. Then a researcher-made questionnaire, based on the Likert scale, is used to rank these factors. As a result, 10 important factors were identified and analyzed. According to research findings, the most important factors influencing the productivity of human resources are; level of workforce skillfulness , capable supervisors, on time payments, dedication to the job and job satisfaction. Furthermore, the effect of workforce professional competency on project costs is investigated, in a case study, at the Cooperative Housing of Babolsar in Northern part of Iran. The results confirm that conducting professional skills training programs for workforce can prevent reworks and it plays a major role in increasing productivity and reducing project costs
