  8. Gasoline is the major fuel used in transportation sector, even though it's environmental associated concerns and energy security problems receive, and continue to receive, much debate. On the other hand, growth in Iran's population and economy might cause an increase in the amount of cars in the market, consequently, in the transportation sector. The proposed phenomenon will bring a degree of rising in consumption of gasoline together with air pollution, especially in the big cities. Energy policy has acknowledged to be significant step in developing long-term plans across the globe. In this regard, developing policy-based methods and models are of a great importance toward forecasting the amount of fuel consumption in the near future subjected to another types of fuel. Iran profoundly needs strategic plans that would guarantee the presence of non-gasoline –fuel cars in the market, so enable it to decline its precarious air pollution level. This fundamental object of this study is to put forward and develop a system dynamics model in order to help penetration of electric and hybrid vehicle in the Iran's market. The proposed model has taken into account some determining factors such as the fuels' cost, vehicles' price, charging stations' accessibility and depreciations' price to clarify the model in which costumers would choose between different types vehicles. In addition, another model has been introduced for developing public charging stations with focus on its major determination. By implementing two population-based and three price-based scenario, the conclusion has been carried out in which the growth and success of the electric and hybrid vehicles is not only relied on the generating price incentive for the costumers, but also depends on expanding of the public charging station
