  8. Internet of Things (IoT) is a concept which implies billions of smart objects being connected to the Internet and realizing the smart city. These smart objects generate massive amounts of data and send it to the cloud for process. In reality, sending all the data to the cloud isnn not performant and consumes a lot of energy, therefore fog computing which is a newer concept presented in recent years can be a solution to this problem. By moving the computations to the edge of the network and end devices, fog computing has reduced the cloud approach challenges and is more flexible and scalable. On the other side, software defined networking, with it’s most significant feature which is decoupling of control and data planes, along with fog computing can be applied to meet the scalabilty challenges. Moreover, software defined networks provide abstraction and centralized control which leads to more flexibility in wireless sensor networks programmability and management. WSN’s are the main infrastructure of IoT and smart cities. In this research, the attempt is to propose a new architecture, based on the existing ones, for smart cities using software defined networking and fog computing in order to optimize scalability in smart city architecture
