  8. The design of an indicator for "quality rate measurement" has been done in many countries around the world, and the quality rate, like other economic indicators, is subject to public judgment. Prerequisite for the formation of this index is the existence of a "comprehensive system" for quality management in the country, in which the duties and powers of various institutions in the issue of quality are specified and responsible for each process. With this excellent system, quality management is done in an integrated manner and quality can be managed efficiently by providing indicators.Quality assessment, in addition to hearing the customer's voice, requires other aspects, including examining the opinions of experts. Also, to measure the general situation of quality in the country, an index is needed to express the quality rate of goods and services in the country, such as inflation. Therefore, a high quality system must pay attention to the different aspects of the issue of "quality measurement", which are expressed in "comprehensive system design" and "measurement system design".The leading research is a Thesis on "Designing a comprehensive quality system and quality rate measurement system in Iran". In this research, first a conceptual model for the "comprehensive quality system" is presented and then based on this system, the quality measurement system of goods and services is designed. The design method of this system is based on the design of the questionnaire and the calculation of the coefficients of importance of the questions based on the MCDM methods. Finally, the quality rate measurement system has been piloted on one of the goods used in the country
