Since the Iranian oil terminals company(I.O.T.C.) has been the main and strategic gateway of exporting petroleum in the country and plays an important role in the optimum continuity of national, regional and international energy supply chain and also conducting the needed projects whit a desirable quality and minimum time and cost has a prominent influence on steady continuity of manufacturing, importing and exporting of petroleum and gas production. The main purpose of doing this thesis is diagnosing the process of approval, design and implementation of projects in the I.O.T.C., Thus, whit regarding to the modern needs of implementing projects and the necessity of reviewing the structure and current method of doing them, at first a brief introduction of I.O.T.C. is presented. Then, for reengineering the process of research subject, general systems model and systematic approach in problem solving method are used. Subsystems and processes related to the engineering and construction management department and its current structure problems are known and the method of doing them is studied. So by analyzing the strong and week points and the facing threats and opportunities, a desirable structure based on process approach is designed and according to the selected structure, the reengineered process is studied and analyzed. All in all, systematic investigation of the present structure shows that the indexes and standards related to performance evaluation are not well defined and output refining of processes is not systematically and codified, done. There fore, at first the evaluation criterions for an engineering and technical implementing organization were defined and then different structures for conducting projects implementing process were recognized and by using A.H.P. method, a process oriented structure based on performing project teams was selected. Finally for the chosen structure, functional chart and data flow diagrams of the main processes are presented in order to understanding them better.
