- The final goal of knowledge management is the creation of knowledge flows in a way that they sway the organization towards its goals. A knowledge flow model must take into account all kinds of horizontal and vertical flows at different levels, as well as providing support for organizational processes and goals. Because of lack of a framework for knowledge flow modeling, most models presented by researchers only cover part of these requirements. A framework for knowledge flow modeling facilitates the design of a complete and comprehensive model by considering all aspects and levels of knowledge flow. Hence, in this research, a framework for modeling of knowledge flow has been presented which takes into account the six aspects of why, what, who, how, where and from the six perspectives of inter-organization, organization, group, role, individual and machine. This framework can be used to examine the current knowledge flow model in the literature. Also the framework is used for the design and development of knowledge flow models for the Iranian e-government as well as knowledge flow model in business university relationship. A goal-oriented knowledge flow model is also introduced in this research. The model provides the ability to design and plan knowledge flows in a way that they sway the organization towards its goals. Hence, two hierarchical model of an organization i.e. a task-based model and a knowledge-based model are presented. In the task-based model, the physical contribution of individuals to their tasks, in the context of helping achieve organizational goals, is considered. In the knowledge-based model, the knowledge related contributions of the individuals are considered in the same context. The knowledge flows are planned in a way to assure that only those knowledge flows occur that continuously decrease the distance between the two models in an organization.
