According to the growing population of the world, the rapid decline of fossil fuel reserves, and documented climatic effects due to the use of fossil fuels, the international community is forced to use renewable energy sources. One of the most important of these sources is wind energy. Due to the high wind potential in offshore areas than on land, in this study, the integration of multi-criteria decision making methods and GIS to enable the construction of offshore wind farms in the Persian Gulf and the Sea of Oman has been used. Criteria applied in this study are divided into two categories: restrictive criteria such as oil and gas fields, pipelines and seabed cables, recommended transportation routes, military areas and anchored restricted areas, and technical criteria such as wind speed, water depth, distance from shore, The distance from the port, the distance from the protected areas and the traffic density of the ships. After removing the inappropriate areas using restrictive criteria, the remaining areas are evaluated by technical criteria. The hierarchical analysis method was used to determine the relative weight of the criteria and gamma fuzzy operator was used to integrate the layers. The potential assessment was performed in two stages. In the first scenario of each stage, the total weight of the criteria is considered equal and in the second scenario, the actual weight of the criteria is applied. In the first stage, the whole study area has been evaluated and the results indicate that in the Persian Gulf, the southern, western, and northwestern regions, and in the Oman Sea, the northern parts have the greatest potential compared to other places. In the second stage, after modifying the technical criteria such as distance from the shore and distance from the port, the exclusive economic zone of Iran was evaluated and the results showed the suitability of the northwestern parts of the Persian Gulf for the development of offshore wind farms and 5027 turbines of 4.2 MW fixed base type can be installed. Also, the amount of energy that can be extracted annually in the selected areas is in the range of 60 GWh.Finally, the identified sites were prioritized using the TOPSIS method
