Determination of the Desired and Economical Reliability Level in Electric Power Distribution Systems Considering Network Condition

  8. Electric energy distribution system (DS) reliability has a great impact on the quality of service provided to customers. On the other hand, improving the reliability performance in a DS is an expensive task. So, determining an efficient and economical target for the reliability of DSs is imperative. This thesis aims to determine efficient and economical reliability targets for reliability indices of DS based on data envelopment analysis (DEA) considering distribution feeders as the decision-making units (DMUs). For this sake, using the fuzzy c-mean (FCM) method, feeders are clustered and the membership degrees are determined so that the target associated with each feeder gets greater impact from homogenous feeders. Also, feeders with out-of-range performances are put aside for increasing the accuracy of the results. Furthermore, for the targets to be economical and practical, the relationship between cost and reliability, designated as reliability-cost curve, is constructed based on the system’s current performance. Based on the calculated targets and reliability-cost curve, the estimated cost to reach the targets is calculated. This cost can be used to regulate the DS reliability performance. Moreover, feeders with the greatest impact on inefficiency of the system can be identified. Accordingly, DS operators can plan on improving the system performance more precisely. The method is applied to a test system and the problem is solved using Pyomo package in Python. Comparing the economical efficiency of the results by the proposed method with the common method used in DS, based on average performance of similar DMUs, shows significant improvement achieved using the proposed method.
