    A better performance and consequently the widespread use of polymeric insulators in different parts of the power grid can increase their role in the grid reliability. The accumulation of contamination and housing-erosion are the two most effective factors in undermining the performance of this type of insulators.     Congestion management is one of the most important functions of independent system operator (ISO) in the restructured power system. This paper presents two new methodologies for optimal sitting and sizing of distributed generations (DGs) in the restructured power systems for congestion management. The proposed methodologies are based upon locational marginal price (LMP) and congestion rent that forms a priority list of candidate buses to reduce the solution space. The proposed priority list facilitates the optimal placement as well as the level of output power of DGs.     The paper illustrates an extended effective load model including the capacities and uncertainties of generators and transmission lines. The conventional effective load model only considers the uncertainties of generators. An extended ELDC (effective load duration curve) based on the effective load model is proposed in the paper.
