    Abstract
    Globalization and high rate development in all categories of scientific fields have become a very substantial motive to make effort in R&D affairs all over the world. Therefore, the high volume of investment in this area and Also the importance and urgency of R&D according to economical development statistics and its mutual and close relation with it specially in context of Iran, it is necessary to establish an effective tool to recognize gaps and bugs of subsystems working in the area using high volume investment so as to improve the position of each section of the total body of industry in this regard.

    An Investigation of Uncertainty’s Welfare Effects in Economy

    We consider the impact of long-run uncertainty on relative GDP per Capita of an economy and show this effect is negative and significant. We show one standard deviation increase in uncertainty, decreases the economy’s GDP per Capita by 1.3%.In other words uncertainty affects the development of economies in addition to their growth rate. We show the significance of this effect in presence of human capital and physical capital. We consider the impact of uncertainty on relative productivity and show its significant negative impact.
