Estimation of indirect economic losses due to natural disasters, especially earthquakes, is one of the essential issues in disaster management. This study presents a framework that uses an economic model of the community under study and calculates the indirect economic losses caused by an earthquake. This paper examines the process of biosafety policy-making in Iran in relation to the Cartagena Protocol on Biosafety (CPB) and to domestic Iranian factors.
