Abstract
The objective of this thesis is to prioritize a portfolio of buildings for seismic retrofit. A new set of sensitivity measures is proposed to rank the buildings in accordance with the reduction in the loss of the entire portfolio. To this end, various risk measures are differentiated with respect to the cost of retrofit for each building. These risk measures are the moments of the portfolio cost probability distribution which imply the risk-neutral and risk-averse decision making. The primary objective of this thesis is comprehensive treatment of epistemic uncertainties in probabilistic seismic hazard analysis based on structural reliability methods. The classical methods of probabilistic seismic hazard analysis, i.e., PSHA, traditionally consider a limited number of uncertainties. This framework serves as a recovery decision support tool, aiming to enhance community resilience through the optimal allocation of limited available resources following a disaster occurrence. This study proposes a probabilistic approach to prioritize a collection of buildings in a region for seismic retrofit based on regional risk analysis. Risk in this context is the exceedance probability of total economic and social losses, which include both direct and indirect consequences resulting from building damage. The prioritization criterion is determined by the benefit-to-cost ratio of retrofit, where the benefit is measured by the reduction of seismic risk achieved through retrofitting. This paper puts forward a probabilistic approach for simultaneous identification of the dynamic stiffnesses of the soil-foundation and the foundation input motion of soil-structure systems from sparsely-measured structural responses.
