In a distributed system, each solution for the problem of Byzantine Agreement requires that some of correct processes reach a common decision value from a set of proposed values while Byzantine processes may behave arbitrary. This problem is one of the most fundamental problems in the theory of distributed systems. On May 5, 2014, Iran began the Health Transformation Plan in public hospitals to promote vaginal delivery by increasing physician fees and by freeing payment of natural labor. About five month later part of the plan extended to non-public hospitals, and the fee of vaginal delivery increased there as well. These consequent exogenous policies provide an ideal environment to examine how Ob/Gyn physicians and pregnant mothers respond to financial incentives using difference-in-difference identification. In this thesis we consider the effect of random locations of users in the capacity analysis of SIR-based power control systems and comparison to the strength-based systems, for the first time. Copper oxide-titania catalysts with nanocrystalline mesoporous structure were prepared by sol-gel technique using tetra isopropyl ortho titanate (TiPT) as the inorganic precursor and amino-2 ethanol as the swelling agent. Characterization was performed using X-ray diffraction (XRD), fourier transformed infrared spectra (FTIR), scanning electron microscopy (SEM), diffuse reflectance UV-Vis spectroscopy (DRS), and N2 adsorption-desorption measurements. Abstract
TiO2 nanoparticles were prepared by the sol - gel process using 2-hydroxylethy- lammonium formate as an ionic liquid. Nanoparticles were crystallized at various temperatures (300-700°C). The products were characterized using X-ray diffraction (XRD), nitrogen adsorption - desorption isotherms and scanning electron microscopy (SEM) techniques. It was found that the resulting TiO2 nanoparticles had good thermal stability either to resist collapse or the anatase-to-rutile phase transformation during heat treatment. The Externality from Communal Metering of Residential Water: The Case of Tehran

Abstract
Many countries use a single water meter for multiple units within a building. This creates a cost externality where the cost of water consumed is spread over all units. Using administrative data from Tehran Water and Wastewater Co. for 2013 and 2014, we find an increase in the number of units on a communal meter on average increases per unit use by 0.4 percent. Estimation at different levels of units reveals that almost all communal meters have higher per unit water use. The results suggest that the externality is responsible for 2.7 percent of water consumption in our sample.

Abstract
Multi-component photocatalysts based on apatite-coated Ag/AgBr/TiO(2) were prepared by the deposition method. The effects of various kinds of apatites, with hydroxyl and fluoro substituents, on photocatalytic activity were investigated. The antibacterial processes in the dark, and under visible light, on two types of bacteria indicate that the multi-composites can inhibit the growth of bacteria by two different mechanisms. In this study, a three-dimensional mathematical model, based on a nonuniform droplet concentration distribution, has been developed to simulate gas absorption in a venturi scrubber. The mass transfer process was illustrated by assuming the liquid phase as a combination of droplets and film. The flow, just as the annular two-phase flow, includes a flow of liquid film layer on the walls and a flow of gas and liquid drops in the core. TiO2 and transition metal (Cr, Mn, Fe, Co, Ni, Cu, and Zn) doped TiO2 nanoparticles were synthesized by the sol–gel method using 2-hydroxylethylammonium formate as an ionic liquid. All the prepared samples were calcined at 500 °C and characterized by X-ray diffraction (XRD), BET surface area determination, energy dispersive X-ray (EDX) analysis, diffuse reflectance spectroscopy (DRS), and Fourier transformed infrared (FT-IR) techniques.
