    Abstract
    Natural disasters claim major losses in human lives and belongings, as well as national infrastructures. Taking major earthquake as an example, the study has considered two sides of the problem, both before and after the incident. The former side is formulated as a multipartite optimization problem, in which each party’s activities are directed toward the long-term solution of the original problem. A heuristic method to solve the multipartite problem, and solve three example problems to show the applicability of the method was proposed.     Development of pore network models for real porous media requires a detailed understanding of physical processes occurring on the microscopic scale and a complete description of porous media morphology. In this study, the microstructure of porous media has been represented by three dimensional networks of interconnected pores and throats which are designed by an object oriented approach.     High-power (108 – 109 W) RF pulses with a carrier frequency of C band and a duration of several oscillation periods can be produced through direct energy conversion of a travelling high-voltage pulse with the use of nonlinear elements.
    Nonlinear transmission lines consist either of lumped nonlinear elements and provide spatial dispersion of excited oscillations or of elements uniformly distributed on a certain line segment.     Cubr Laser Oscillator and Amplifier

    Abstract
    In this dissertation, a system consisting of two oscillating and amplifier lasers was designed and constructed. The aim was to use this combination to measure important parameters of CuBr vapor laser. Therefore, two separate Thyratrons switching by a two-pulse control circuit with an arbitrary time delay have been used. Due to the sensitivity of these lasers to tube pressure, two quartz tubes with specific designs was used. This enables us to get a proper vacuum as well as to prevent from impurities in the windows, in a short range of time.
