  8. Cement, as the basis of industrial development, plays a magnificent role in construction of residential buildings, storage dam projects, industrial factories, roads, agricultural projects, airports, power plants, … In this thesis, the feasibility study of Khomein cement factory has been accomplished. The amount of production assumed as 1 million tons per year. The construction period assumed as 3 years and we suppose that the production plan takes 80 percent of full capacity in the first year, 90 percent in the second year and finally it takes the full capacity in the third year of production. The needed capital has been estimated as 1530 billion Rials and the working capital has been calculated as 38 billion Rials. The needed foreign currency estimated as 34 million Euros. For financial support, we considered the Foreign Currency Storage Treasury as the financer for 70 percent of needed foreign exchanges and also we considered a 640billion-Rial loan from domestic banks as well as a loan for 40 percent of needed working capital as a short term payback loan. Finally the amount of stakeholders’ capital has been considered as 500 billion Rials. The interior rate of return for the project calculated as 19.74 percent and it is 37.4 percent from stakeholders’ point of view. The capital recovery period is 6 years after running the factory. We mention some factors of limitation for the project which are the high sensibility of the project to Euro exchange rate, subside for electricity and fuel and the price of cement which is affected widely by the Government. In conclusion, we suggest the project to be constructed because of its reasonable interior rate of return
