  8. Performance measurement and its information enable managers for better control and management of their processes. Since, rolling stock maintenance process is a dominant supporting process, which plays a key role in the reliability, safety and quality of service delivery in railway passenger transportation, this thesis is aimed to study the performance measurement of rolling stock maintenance process. The scope of this research work is to study the concept and state-of-the-art of measuring performance with specific reference to maintenance; to study and discuss relevant issues and challenges; to study and analyze current practices in maintenance process of Iranian passenger railway system (i.e. RAJA Passenger Trains Co.) as well as their existing maintenance performance indicators; and to identify/propose performance indicators for improvement of its maintenance performance measurement (MPM) system. In this research, different concepts and terms related to measuring maintenance performance, like; performance measurement (PM), performance indicator (PI), maintenance performance measurement (MPM) and maintenance performance indicator (MPI) are defined and discussed. Furthermore, with a glance at various PM and MPM frameworks, issues and challenges associated with measuring maintenance performance are studied and identified. In order to get a clear picture of current practices of the industrial setting being investigated, especially its maintenance process, an attempt has been made to introduce the company and map its work processes with specific reference to maintenance. Fleet maintenance process of RAJA and its existing MPIs are studied, understood and documented to be analyzed for making improvements. In addition, to gain a deeper understanding of RAJA objectives and strategies, its maintenance process, success criteria and significant problems of maintenance, and also currently in-use indicators as well as the degree to which the key employees are aware of them, some of the key personnel related to maintenance are interviewed. Based on the gained understanding and derivations from analysis of interviews, and by adoption of a relevant framework as a guide, some MPIs are proposed to be used in RAJA
