Critical Success Factors in Outsourcing of Construction Projects; Client’s Perspective (Case Study: Tehran Municipality)

- Outsourcing has considerably increased in number, as evident by the literature. Many activities, once being carried out by the organization itself, are now accomplished by contractors. Nowadays, implementing successful outsourcing projects is an important and challenging deal for outsourcer organizations. Such organizations always aim to finish their projects based on a defined scope of time, budget and quality while accepted by the final customer. Managers are trying to use outsourcing strategy more extensively but are faced with various problems in practice. So it’s advantageous to perform a research to identify these difficulties to be able to employ this strategy more efficiently. Due to the project based essence of construction industry, important role of construction plans in the industrial development of the countries like Iran and also outsourcing frequency in this industry, identifying and evaluating key success factors will help this strategy to be implemented successfully. Many theoretical and empirical research works have been conducted to study these factors, mostly in the context of R&D, IT and infrastructure projects. In this dissertation, based on the Pinto & slevin's (1986), ten critical project success factors and interview with expert panel, an abstract framework was defined. Key factors influence on the success of outsourced project was then evaluated quantitatively in the municipality of Tehran by assessing their recent construction projects. Results show that successful implementation of outsourcing strategy in construction projects is strongly influenced by the level of coordination with the contractor, contractor selection, clear project objectives, defined technical tasks and outsourcer's top management support.
