- The competition between producers and the contracts issues between the producers and consumers of electrical energy in restructured power systems might cause on unwanted increase in power interchange beyond transmission lines capacity. If the power interchange is not well-managed, it would often cause overloads in specific path. This phenomenon is termed as lines congestion. The major goal of congestion management is to create a set of rules that ensure sufficient control over producers and consumers to maintain an acceptable level of power system security and reliability in the time of limitation of transmission network with maximizing economic market efficiency. As FACTS devices provide the condition and control possibility of effective parameters in transmission power at the level of transmission network, the use of such devices seems to be useful in congestion management. To achieve considered objectives the following matters are important: 1. Location and setting of FACTS parameters. 2. The modeling of FACTS devices according to theirs actual status. In this thesis, Procedure of restructuring and creating of power market has been reviewed in different countries, and the emergency of congestion management has been presented. Capabilities of FACTS devices especially UPFC has been reviewed in the purpose of application these devices in congestion management of transmission lines. In order to investigate the impact of FACTS devices for power flow control in power systems has been presented a modeling based on power injection method in which consider their internal losses. In continues of thesis, AC optimal power flow in combination with UPFC has been used for congestion management of transmission network. A method based on Particle Swarm Optimization Algorithm has suggested for determining appropriate setting of parameters and UPFC location. The results of simulation on typical network indicate that the problems and limitation resulted from transmission lines capacity can be tackled in presence of UPFC without rescheduling among generating units or even without any topological changes in the network.
