  8. Sustainable agricultural development in the country without regard to water supply problems in terms of time and place is not possible. Construction of water storage tanks filled with water and seasonal use in dry seasons in the effective action in the optimal use of water in the climate of (low and irregular rainfall) is. The most important step in the construction of water storage tanks to choose the best point for the construction of the reservoir basin in order to reduce costs and increase efficiency. Chndmyarh different methods to decide the best option for finding a few options from there. Among these methods can be Tapsys two methods (TOPSIS) and hierarchical analysis (AHP) pointed out. These methods allow the same level of non-criteria in prioritizing areas of potential water reservoirs are created. This study helped GIS and multiple criteria decision making methods Tapsys (in Classic mode and fuzzy) and hierarchical analysis (AHP), in the southern part of Sistan and Baluchistan province cities of the soldier, Nikshahr, Chabahar and Konarak have been done. With the priorities of this study can be constructed reservoirs in each region and evaluate the best locations for the construction of reservoirs to determine. In this study, using the Python programming language environment software and the use of Arc GIS9.2 DEM layer model is presented that the situation of the river and processed according to topographic conditions suitable options to choose dam will. Then, using the algorithm implemented Tapsys (fuzzy and classical) software environment using Arc GIS9.2 geological layers, DEM, land use and ...
