Study and Prioritize of the Effective Factors on Human Force Productivity in Headquarter Unit of the Technical and Vocational Training Organization Through Multiple-Attribute Decision Making Methods

- The main objective of all managers of the economic organizations, manufacturing and industrial companies and service providers is to take steps toward improvement and effective use of different resources like workforce, capital, materials, energy and information. To attain the desired productivity, managers have to observe requirements such as establishment of a working organizational structure, effective implementation methods, safe equipment and tools, balanced working atmosphere and qualified human force as the most important factor. Therefore productivity culture should be publicized throughout the organization, and human force should be considered as the main component of this process. Given the importance of the productivity in both organizational and social life, this research is going to recognize the most important factors which have effects on human force in headquarter unit of the Technical and Vocational Training Organization, and classify them through multiple-attribute decision making methods, and as a result provide the managers with a comprehensive model for selecting sensible options for planning a productive program. To this end, as the first step, 55 standards were recognized and classified in six groups of management, social, cultural, Physical, personal and economical standards. The second step was limiting the standards to the most vital ones, which was done by giving questionnaire No 1 to a number of experts and elites of the organization and analyzing the output of the questionnaire, which resulted in limiting the standards to 21 most vital standards. Then the selected standards were compared through couple comparison tables (questionnaire No 2) and questionnaire No 3. The tables output were used as the basis for TOPSIS, AHP and SAW technics to prioritize the preferred standards. Finally to achieve a comprehensive consensus in standard classification the compound technics including Average, Borda and Copeland methods were used.
