- The most important task of a power system is generating and transmitting electricity for consumers, according to electricity quality standards. One of these quality criteria is preservation of grid frequency close to nominal value with continuity of energy delivery to consumers. Electricity is a specific commodity that its generation and consumption should be equal continually; otherwise the network frequency will change and may become unstable, causing severe damage to the network equipment. There for different control and protective actions are deployed to maintain balance between generation and consumption, and thus to keep grid frequency close to nominal value. Characteristics of frequency control depend on various parameters, and differ for different networks. One of the most important characteristics in frequency stability is the size of the largest single unit of the grid. Entrance of Bushehr power plant, as a huge unit compared to the existing units in the Iranian interconnected grid will change the network profile in different aspects, especially frequency control. Therefore, therefore, its frequency control scheme needs to revisited and improved. In this thesis, different methods of frequency control, including primary frequency control and load- shedding, are analyzed. Deficiencies of conventional methods are specified and appropriate plans for improving them are presented. Notably, practical methods for calculation of important system parameters from measurement data are outlined; and improved method is proposed for determining the primary frequency control reserve; and a modified adaptive load shedding scheme is presented. Finally, performance of current Iranian grid frequency control scheme is investigated with due attention to the impact of Bushehr power plant. Proper plans are then presented to preserve the system frequency stability against contingencies. These include determination of the necessary primary control reserve, and improvement of load shedding scheme.
