  8. Network assignment is an important stage in urban-planning. In this paper, new traffic assignment model based on fuzzy equivalency condition is proposed with new features. At first, new method is employed for generation of fuzzy numbers based on probabilistic models which will be dependent on road features. Then, new index based upon percentage of users risk acceptance will be presented for comparison of fuzzy numbers. With using this index, two types of approach about shortest path algorithm are extended to establish the property of existing group of fuzzy shortest route between each origin and destination in some cases. Then, traffic assignment model with consideration of fuzzy equivalency condition is proposed which can be solved with convex combination method. The proposed assignment model is first applied to a small sized network and sensitivity analysis for flows of different links is performed under different levels of risk-acceptance .Then, fuzzy shortest path is applied to a medium sized test network and the results are obtained for both type of optimistic and pessimistic of users. Finally, the network assignment for the city of Mashhad, Iran was taken as a case study. This is a large sized network having 935 nodes and 2538 links. The fuzzy traffic assignment model is carried out under various risk-acceptance scenarios and the results show a good correlation with observed ones. This study shows the potential of fuzzy assignment model to obtain a high quality solution for large network design problems
