  8. This thesis investigates methods to improve the utility of cellular spectrum to secondary users. Here, secondary users exploit the spectrum by hierarchical spectrum access. Since the information of the channels is available at the central controller, cellular networks can play an active role in spectrum use of the secondary users and increase their utility in this way. Transmitting the information available at the central controller to the secondary users and ordering the channels in use by primaries can help improve spectrum sensing. First, we consider the schemes which maximize secondary users’ utility by ordering the channel allocation process to primary users. We model the secondary users’ utility with three factors: the time percentile a channel is used by the secondary users, the average duration of using the channel each time it is used by the secondary users and the geographic distribution of the simultaneous use of the channel used by the secondary users in different cells. Complete and incomplete channel sorting scheme are explained as optimum schemes. Also, we study schemes which provide secondary users with some guarantees in their spectrum use. Centralized dynamic spectrum leasing with guaranteed times and guaranteed calls, are the two schemes we study here. Here decision parameters should be adjusted by the cellular network. In real situation, the primary users traffic is variable in time. Methods for adjusting the decision parameters are whether offline or online. Online methods for adjusting the parameters with feedback loop, lookup table and corrected lookup table are explained.
