  8. The Emergency Medical Services (EMS) have a major role in decreasing the mortality rate and reducing the non-reversible effects of injuries by on time care to patients and transporting them to hospitals if it is needed. Since there is an important goal directly related to the human life, any research or study to improve the performance of EMS is highly recommended. One of the most important parameters in evaluation of EMS is to measure the coverage time of a demand. The locations of EMS play substantial role to decrease the response time. So the locations of EMS stations are very important especially in large and populated cities. Mainly, there are three problems that EMS managers should handle: 1) Location of EMS centers, 2) Allocation of demands to EMS centers and hospitals, 3) Relocation of ambulances in EMS centers. In this study, in order to answer the above questions, a mathematical model has been proposed which considered the problem in a dynamic environment and a multi-period planning horizon. First this model finds the number of ambulances to be placed at each EMS in each time period. Then a relocation of ambulances and allocation of demands to EMS centers and hospitals in each time period is proposed. Because this problem has high complexity and classified as a NP-hard problem, in order to solve it, a hybrid heuristic algorithm by combining two Simulated Annealing algorithms has been developed. Then, some experimental cases run by this algorithm.
