A Study on the Factors Resulting in Low Quality Structures And its Impact on the Seismic Performance of Public Structures in Tehran

  8. Tehran is surrounded by about ten active faults, which have had no major seismic activity during the last 200 years. Considering soil characteristics, the faults may cause fault ruptures, resonance, landslides in some areas. Tehran's MPE is determined to be about 0.4g which is a high seismic hazard. Specific codes have been generated in the last 50 years to ensure structures' stability when a quake occurs, but observations show that the codes are not fully implemented in the construction of public structures in Tehran. In this study, first the structural imperfections observed in the public structures and their effect on the structures' seismic performance were reviewed. The imperfections were generally spotted in seismic details like stirrups, overlaps and welds. Seismic standards should be followed in codification, design and construction. Preliminary interviews revealed that the codes are updated and designers normally follow the codes. Thus, the factors resulting in low quality structures need to be investigated in the construction phase. Then a research survey was conducted to determine the main factors causing the low quality of constructions. It was obtained from the survey results that the economical factors are the main cause of the poor quality of the structures constructed in Tehran. At the end, in order to improve the quality of construction and overcome the deficiencies, suggestions derived from the interviews with 15 experts involved in public construction are presented
