Causes of Differences Between the Design and Implementation from the Quality Point of View in the Private Sector in Tehran, and Finding Solutions for Reducing or Eliminating this Problem

- In a macro view point, it can be said that housing demand in recent years is making the construction industry one of the main sectors of Iran’s economy. On the other hand, analysis of seismic risk in the country with regard to the geological conditions, the faults, and the seismic records of mega city of Tehran is depicting the delicate location of the Iranian capital. This city is selected as a case study in this thesis that has a high probability for the event; where this event has also been classified as a devastating earthquake ever. Due to the involvement of private sector in construction industry, the need for establishing a system of strict control on quality of construction of the structures is necessary. The preliminary research and field studies in this research clearly shows that, in terms of quality, there are significant differences between structural design and what is being built in the field. So, when resistance of the structures is reduced, the seismic vulnerability of buildings in the earthquake may reach to the hazardous level. In this study, initially special designed questionnaire had been distributed among experts, who have valuable experiences in the construction industry, in order to investigate the roots of these differences. In the questionnaire, there were 33 factors which have been questioned to determine the ruling factors of the lack of this conformity. What had been called into questions and their replies were as follows: economical saving of the clients, poor supervision, lack of specialty of workforces and illogical obedience of engineers from employers; were identified as the most influential factors. Then, based on the most important factors and through interviews with a number of experts in this field, the causes of these differences were further investigated. Finally, according to expert opinions some solutions for eliminating the problem or reducing these differences and thereby reducing the vulnerability of buildings against earthquakes were proposed
