Drivers, who are approaching the intersection at the beginning of change interval, are faced with two choices, either to continue moving, or to brake and stop.The zone before the intersection, where drivers’ decisions are not predictable, is called dilemma zone. Several factors influence this decision. According to stochastic nature of this decision, it seems that Logit models are useful tool for studying such issues due to their special structure. In this thesis, to study the drivers' behavior during the change interval and factors that affect the behavior, the decision process of the drivers at the beginning of the change interval is modeled In this modeling, we used the collected data of the Amirabad and Jalal al¬¬¬¬¬¬¬¬ Ahmad intersection, in Tehran, Iran. Results show that at the beginning of the change interval the decision to pass or to stop, were affected by variables such as the distance to the stop line, secondary speed, age range under 30, age range 30 to 40 and driver’ gender. If the vehicle is located at the pass zone before the start a yellow interval, secondary speed, number of vehicles in the front , gender, age rang 30 to 40 and age range 40 to 50 were effective variables.If the vehicle is located at the dilemma zone, the distance to the stop line, secondary speed, gender and age rang 30 to 40 were found to be significant. Finally, for vehicles at stop zone before the red interval, the distance to the stop line, secondary speed, gender and age rang 30 to 40 were significant
