  8. Achieving technical knowledge and technology of design, build, test and launch satellites in each country is a strategic issue due to extension of satellite applications in various aspects of human life. One of the most important subsystems of a satellite is the telecommand part. This part is responsible for decode, receive, interpret, and distribution of commands and data received from the ground station. This part in terms of reliability is the most critical part of satellite because it coordinates satellite and ground station and also is the part which should be turned on during the mission and controls other parts of satellite. In other words this part should be design with high reliability to perform its duties during the mission. But the size, complexity and range of telecommand duties affect by the type of missions, orbital altitude and duties of other subsystems. In fact, design of telecommand part is often based on the requirements of other subsystems from this part. The complexities of design and construction of different parts and subsystems of satellite to meet constraints are the most important point in here. Each module is designed to meet the mass budget and power limitations. Besides of these, which complicate design of satellite modules; performance of these components in environmental conditions such as mechanical stresses and vibrations during satellite launch and thermal conditions along with vacuum environment is important. Also radiations and energetic particles may have great effects on the performance of electronic components. Considering above conditions, make the design of telecommand subsystem very complex problem. In this thesis, a telecommand subsystem for a LEO satellite based on FPGA processor from SPARTAN III family manufactured by Xilinx Company is designed. In this way, external connections of the telecommand with other subsystems are studied completely and detail design of hardware is done. In design procedure, constraints of dimensions, mass budget and power budget are considered. Finally, hardware and software implementation (using VHDL) results together with fault and reliability analysis of the designed hardware are presented
