  8. This thesis studied the definition of a green building and the elements associated with the construction of a green residential apartment in comparison with traditional buildings with respect to condition of Karaj city. The first step in green construction is preparing a guideline. For this, LEED (Leadership in Energy and Environmental Design) the most well-known code for green buildings is used and Adapted with Iran’s National Building Regulations. Creating a checklist to rate buildings is one of the most important parts of Green Building Regulations. To achieve the points, US LEED certification is analyzed in both qualitative and quantitative perspectives. A questioner is applied in qualitative analysis while the data gathered from related organizations and previous studies was the base of quantitative analysis. The average of value of these two aspects with LEED checklist is introduced as Iran’s green Buildings checklist. Then based on this new list, a traditional building is evaluated. The results show that there is no significant growth in cost of making a custom building into green one. This increase base on the location of the building and the grade (certified, silver, gold…) is just between 2 to 13 percent. This evaluation shows that government can easily consider some promoting program to encourage builders to build green buildings instead of providing them cheap energy
