- Infrastructure projects have an important role in the economic growth and development of countries. Sustainability approach takes into account environmental and social aspects of a project besides its economical development. In order to achieve sustainable development, executing a plan including different subsystems and influential aspects of sustainability is required. There is an increasing need for sustainability evaluation systems for infrastructure projects. This research emphasizes on sustainability evaluation of seaport infrastructure projects in Iran.
In this research, key factors for sustainability assessment in tourism and recreation seaport infrastructure projects were identified using the existing literature. Next, by interviewing experts in three major organizations working in this field as well as reviewing their project documents, 24 key indicators, were selected. After selection of key indicators of sustainability, they were classified into four main groups. These four main groups include "Technical factors", "Economic factors", "Social factors", and "Environmental factors".
Furthermore, a questionnaire was developed in order to evaluate importance of each assessment factor utilizing experts’ judgment. Industry experts were asked to fill out this questionnaire. Likert scale was used to evaluate and analyze the responces. Based on data analysis, the factors were classified into three major categories including "very important", "important", and "less important" factors.
Finally, a hierarchical checklist was developed. This checklist can be used as a framework for determinig seaport sustaiability assessment indicators from social, environmental, and economic perspectives. The checklist has two important sections. The first section called "Location Selection Criteria". It includes assessment factors for making decision to find best place for the seaport. The second section called “Conceptual Design Criteria”.
