- This document, is the thesis on the field of science and technology policy. The subject is the analysis and explanation of engineered innovation networks based on process approach and by using knowledge base concept. The failure of networks is one of the causes of the failure in the innovation systems, so the analysis of the phenomena would be very important for innovation policy makers for networking. The two main questions of this study are:
a) How do engineered innovation networks fail in the initiation stage?
b) How could we explain this process by using the concept of the knowledge base of innovative activities? During this study, which has beed done based on the descriptive-explorative approach and through four case studies in the oil & gas industry in Iran, the author explains the weak failure of innovation networks mostly caused by wrong decisions and strategies in the initiation and formation stage. Four blocks of member selection, designing the structure, governance and risk management, and also degree of formalization in relations are directly affecting the degree of trust and motivations of the members and consequently affecting the success or failure of innovation networks. Besides, it is clarified that the knowledge base of innovative activities are one of the affective factors on the process of network formation. In addition to the industry level and the network level of explanatory factors of network failure or success, there is knowledge base factor which could determine the path of creating new network and ignoring its practical implications could lead to the network failure. These propositions were tested and verified through four deep case studies in oil and gas industry in Iran, which is estimated to have a synthetic knowledge base.
