  8. Organizations adopts different strategies to manage their resources and equipment. This strategies can be categorized through two distinct group. The first group is outsourcing and the second one is in-house management. In some organizations due to the strategic aspects of the equipment, the competitive advantage or restrictive policies, there is a low tendency for outsourcing. Through this approach, the equipment and resources are idle due to partial need on organization. This causes a high amount of investment blockage which faces the organization with high cost of missing investment opportunities. Through the strategic insight, the capitals which have a high potential for making revenue will cause great problem if there are no application plan. Many organizations use the Balanced Scored Card (BSC) to fulfill their strategies. BSC has many advantages but faces with defects like unreliability and lake of feasible insuring mechanisms before execution. This has caused so many BSC project fails through their execution phases. Moreover, the BSC lakes for proper mechanisms which insure the fast update characteristics. In this thesis a novel idea named INS besides a new executive framework adopting the complex system design is introduced. In this approach which has been named as Axiomatic BSC approach, the organizations can insure the reliability and feasibility of their BSC programs before execution. Moreover, the adoption or removal of strategies can be made with low risks. Finally we have considered the SEPASAD Company as a case study to study the capabilities of the proposed approach
