  8. Due to the explosive growth of mobile data traffic and growth of the number of access points (APs), Wi-Fi data offloading is a promising solution to cope with the data explosion. In delayed WiFi offloading, mobile users (MUs) can intentionally bear some delay in order to increase the chance of offloading and remarkably improve offloading ratio. In this thesis, we propose a new decision method for delayed offloading in a network comprised of a base station (BS), some non-overlapping WLANs, and some MUs. We take into account the residual service time and the congestion level in WLAN as the key parameters for decision making in offloading process. Because these parameters are time-varying and BS interacts with access point (AP) to choose the MUs to be offloaded, we model the network as a stochastic game (SG). Then, we simplify the SG by considering a threshold-based strategy for the AP. Thus,the BS selects its best policy for solving Markov decision process (MDP).According to the average utility of AP, we find thresholds that are equal to the Nash strategy. In this thesis, we first model and analyze data offloading without any priority and then we model and analyze priority offloading. We categorize different MUs according to their residual service time, i.e. an MU who is closer to its deadline has higher priority. For evaluating our model,we plot offloading ratio and average delay for different thresholds to see the effects of different parameters to these metrics. We also see in priority model, offloading ratio increases in exchange for delay decrement toward non-prioritymodel
