  7. Abstract:
  8. Tehran is the most populated area in Iran and is one of the most densely populated cities in the world where almost 40 percent of all days have been classified as unhealthy for sensitive groups. According to emission inventory of Tehran over than 85 percent of emission are due to different types of vehicles. And light duty vehicles share more than 80 percent all vehicles and are responsible for most of carbon monoxide and nitrogen oxides emitted in Tehran atmosphere. In this study real emission factor of Hybrid Synergy vehicles which just have been introduced to Tehran fleet were tested under real conditions of streets. Data produced in this research have been combined with previous researches data in order to make a comparison between different vehicles emission wise. Then a model has been produced in order to address different costs of the fleet in during its lifecycle. Then different layouts of the vehicles have been tested in order to find the best policy toward this giant group of vehicles in Tehran city. According to result emission index of different vehicles vary significantly for example one vehicle produces emission more than 73 vehicles of a different class combined even though they both have very similar price and engine volume. According to the cost model almost 77 percent of the total cost is due to the initial cost and only 23 percent is due to fuel and maintenance. According to optimization of model producing of emissions can be decreased 67 percent by withdrawing of pollutant vehicles without any significant changes in initial costs of the fleet. And the minimum emissions produce just when the fleet moves toward low engine volume vehicles instead of regular vehicles and Hybrid Synergy vehicles instead of high price, luxury and high emitter ones. Of course this is just theatrical but this shows the city administration what direction to take and set some penalties for certain groups of the vehicles and encourage citizens to use different groups
