- Lake Urmia is the largest inner lake in Iran that has been dessicated continuously over the past two decades, and most of it has dried up. Urmia Lake basin is one of the country's agricultural and industrial pillars and has more than 5 million inhabitants. The conflict between people’s interests and the environmental ones besides increased demand for water harvesting has led to a reduction in water inflow to the lake. As the water resources management issues became more complex in last two decades with the entrance of political and socio-economical, the concept of water resources management has been promoted in the broader sense of water governance. The solution to the problem of Lake Urmia with all its dimensions is formulated in this area. In this research, by introducing “Adaptive management framework” for water governance, the impact of water governance on the quantitative and qualitative status of water resources in the basin is measured. The fuzzy set qualitative comparative analysis (fsQCA) has been used to measure how this effect works. Information about the Lake Urmia basin was collected through a survey of watershed experts and used for comparisons with the Twin2go project database. The results show crucial flaws in the transformation process in water governance regime in Lake Urmia basin. environmental Context condition an water laws are two influencial factors for having high quntitative water governance performance. To have an appropriate qualitative performance, proper evaluation and assessment, knowledge management and coordination among governmental organizations is requiered . In cases of high social sustainability (high Human Development Index), environmental quality can be achieved only by having proper knowledge management either in presence or absence of coordination between governmental organizations
