- Passive Location is to obtain the location and velocity of a radio source using a source-generated signal in the environment and extract its parameters, which today have many applications in controlling security activities, tracking people and vehicles, emergency services, radar, Sonar, electronic warfare, and etc. . The location of a source is obtained by using a variety of methods such as received signal strength (RSS), signal angle of arrival (AOA), signal time of arrival (TOA), time difference of arrival (TDOA), and frequency difference of arrival (FDOA) of received signals. Many studies have been done in measuring and extracting data and solving the equations. However, little research has been done to find the optimum location of observer systems with regard to the receive conditions of the signal. A highly influential type of error due to the receive conditions of the signal is the error caused by the NLOS conditions, when there is a non line of sight between the source and the receiver that results in delays in the diverse and additional emission of the source signal, which should not be investigated. Highly reduces the location's qualityin the additional delay of the propagation of the source signal, which, if not investigated, greatly reduces the quality of the localization. Considering this, the identification and reduction of the impact of NLOS on sources locating has attracted much attention in recent years. Since the positioning of the receivers is also important in the value and distribution of the NLOS, it is of great importance to reach the optimal placement that can play a good role in locating accuracy in the presence of the NLOS conditions, Unfortunately, so far, not enough has been considered
