- Excessive usage of fossil fuels and emissions of GreenHouse Gases (GHG) have led to many environmental problems such as climate change. The carbon dioxide emission accounts for 82% of GHG emissions and has the highest retention time in the atmosphere. The study on carbon dioxide is an important issue recently. The carbon dioxide emission from the energy and industrial sectors are 30% and 21%, respectively. It is possible to capture carbon dioxide from the flue gas may be utilized as material and fuel. Developing the utilization of carbon dioxide to replace storage is a solution for implementing carbon capture. The carbon planning model, is based on the selection of technology that is proportional to the source of emissions and ultimately the feasibility of the production of biofuels and materials. The objective function minimizes the total cost of carbondioxide supply chain. The environmental indicators, such as the amount of carbon and the consumption of resources in comparison with conventional production are estimated. Khuzestan province has been used as a case study because of the high carbon dioxide emission and the adequate capacity for carbon utilization. The results show that methanol production costs increase by 47% while biodiesel production costs are reduced by 50%. Also, according to environmental indicators, the reduction of carbon dioxide emissions compared to the conventional state for methanol, biodiesel and enhanced oil recovery was 0.915, 0.27 and 0.62 per tonne, respectively, for the input of carbon dioxide
