  8. Staff assessment in a performance management system is the formal process for measuring and providing feedback to employees about the performance and the required actions to accomplish their responsibilities as well as understanding their abilities to plan and empower their future career path development. Enhancing the recovery of organizations creates a massive force that can drive growth and development programs and create organizational opportunities. For this reason, the hypothesis of this research is also given in this regard, which can be used to assess and evaluate the performance of social organizations by determining the criteria for evaluating performance and designing an appropriate model. Accordingly, in this research, a central focus on the models will be feasible to allow feasibility of the activities of organizations in order to achieve their strategic goals. Considering that there is considerable research gap, a new framework is proposed based on the new Strategic Planning methods. This framework is validated through a case study in a SME organization named the Blue Butterfly Company.It should be noted that before examining this case study, the problem is also discussed in the framework of axiomatic design to analyze its feasibility. In fact, the performance evaluation framework presented in this study is only validated and confirmed by the implementation of a case study in a specific organization. That's why the thesis has used the axiomatic design framework to help prove its feasibility
