Applying MCDM to Evaluate Effectiveness of Wetlands Restoration Projects on Supplying Ecological Water Demand (Case study: Urmia Lake)

- Due to the numerous climate fluctuations and inefficient management of water resources during recent decades in Iran, the condition of some wetlands has become critical and the need for rehabilitation has increased. The importance of the wetlands and plains ecosystem have led to initiate some extensive projects to preserve and revive them. While implementing the projects some questions have been raised by the scientists and public whether the impact and success of these projects are in direct with objectives of the restoration program or not.For instance, Urmia Lake as one of the most precious natural habitats of Iran and as one of the biological reservoirs of the world is selected for this research. During recent years, the lake has faced quite a few problems. Currently, in order to improve the lake condition and supply its environmental needs, more than 180 projects in Urmia Lake basin are in progress. To measure the effectiveness and sustainability of these projects, first of all, it is necessary to define the criteria for evaluating the effectiveness and to apply a reliable evaluator algorithm. Now a days, various methods such as mathematical modeling are being used to achieve this algorithm. The current research applied multi-criteria decision making (MCDM) method for this purpose.The main objective of the research is to determine the scores of the effectiveness and sustainability of the projects of Urmia Lake Restoration Program (ULRP). This scoring will help to prioritize projects with higher effectiveness in short time according to time and budget limitations. It results in selecting the highly effective projects and reviewing the low impact projects. The second part of the research indicates the achieved percentage of ULRP objectives by applying success criteria model.The results of the study are defined in two parts. The first part determines not only the criteria to predict the effectiveness and sustainability of the projects but also priority of the projects by applying the MCDM method. Accordingly, the projects of ULRP were prioritized due to their effectiveness by CPLEX software. The main criteria to prioritize them was their effectiveness in connection with the allocated budget. The second part shows that based on the calculation, the restoration program has achieved 24% of its objectives as defined in the roadmap of ULRP
