  8. Preventive maintenance strategies have been considered by highway agencies in order to increase pavement service life and to reduce the costs associated with pavement maintenance. Due to the increasing concern regarding promoting sustainable pavements, consideration of the environmental, economic and performance factors in devising preventive maintenance strategies is of great importance.This study contributes to developing a multicriteria decision-making tool for sustainability evaluation of pavement preventive maintenance strategies. The developed tool, PaveSAT, considers the greenhouse gas emission, net present value, and pavement performance to rank preventive maintenance schemes using analytical hierarchy process.PaveSAT uses Monte Carlo simulation and incorporates probabilistic distributions to account for the uncertainties associated with the input parameters of the life cycle assessment analysis, life cycle cost analysis, and judgement of decision makers.Using the performance data obtained from LTPP database, the developed tool was utilized to analyze and compare two preventive maintenance strategies; slurry seal and hot-mix asphalt thin overlay. Not having a comprehensive life cycle inventory (LCI) for pavement materials and construction practices in Iran, an LCI was compiled based on the existing information and adjusted according to the prevalent technology of production of electricity in Iran. Moreover, probabilistic distribution functions were incorporated to address the uncertainty associated with the LCI dataset.For this case study, under the above-mentioned condition, it was found that the analyzed preventive maintenance schemes yielded reduction of greenhouse gas emission and net present value of up to 31 percent and 18, respectively. It also resulted a 50 percent increase in the pavement performance, and delay in the rehabilitation activities for up to 13 years
