  8. Over the past two decades, in developed countries, public-private partnerships have been used as a mechanism to provide the required infrastructure by using private sector capacity. Risk management is the most critical factor in achieving optimal "value for money" in this type of project. In Iran, this is still far from its maturity and the growing trend of adopting this method and the vacuum of its academic literature in the country, necessitate such research. This study has been written to solve this problem due to the lack of risk management framework in the contracts of Tehran Municipality's Partnerships Organization. This dissertation covers three stages of risk management, which include identifying, assessing, and allocating partnership risks. Regarding risk identification, with an extensive review of the previous literature, 34 risk factors were identified for further investigation. Then, structured interviews were conducted with a number of experts in this field who had high experience and mid-level and high-level job positions, and the necessary data were collected in three areas of risk allocation, risk probability, and risk effect. The result of collecting this data has been prioritizing and identifying the most important risk factors threatening public-private partnership projects in Tehran. Another result of this study is identifying the preferred risk allocation that if the Tehran Municipality's Partnerships Organization, following the example of leading countries in this field, adds this issue to its contracts, it can play an effective role in the proper distribution of responsibilities, conflict resolving and Optimal implementation of projects in the metropolis of Tehran
