  8. Planning as one of the most important management tasks in all organizations is necessary and essential. Strategic planning is at the top of every organization’s decision-making, and it is important and crucial. Universities like other organizations cannot survive or thrive without a clear strategy. This study has done considering the importance of planning in universities and higher education institutions and discussing one of the challenges in this field. This challenge is analyzing the paradox of top-down planning and collective decision-making and the authority of faculty members in universities. It is an exploration research with the qualitative method and according to a case study of the Sharif University of Technology. Some interviews were conducted to find the research’s answer with some faculty heads and faculty members, and the data were analyzed by the thematic analysis method. After accepting the paradox by presenting the concept of participation of faculty members in strategic planning and explaining the relationship between this concept and paradox factors, a conceptual framework consists of seven structures is presented to analyze this paradox. The seven structures mentioned include satisfaction with autonomy and authority, the effect of environmental conditions, motivation for involvement, leadership, governance, and integrated management, change in strategic planning and pilot experiment, knowledge-workers characteristic, and Trust and confidence. This conceptual model seeks to facilitate the balance between distinct autonomy and interdependence in the university to cooperate in the strategic planning process and to provide the basis for its implementation
